The prophecy says that Lugia will come to calm the other three legendary birds when they are in conflict. Rayquaza is known for its ability to negate the weather effects and soothe the other two of the weather trio.
too bad sometimes the... "job" they carry can be stressful and may result into what you are seeing now lol.
The reason why Lugia came out so huge is because he originally was supposed to be berating chibi versions of the three legendary birds but I changed that to include a little more dialogue lol.
Overall I liked the way it came out, for a parody pic anyway.
